I have the honour to trangmit for your informat- ion a copy of a letter which I have received from His Majesty's Minister at Peking transmitting oopy of a despatch which he has addressed to the Secretary of State for Foreign Affairs on the subject of the suppression of piracy in Kwangtung waters.

The search of Canton and West River steamers leaving this port is now as effective as the Police can make it having regard to the fact that the crews of these steamers are entirely Chinese, The investigations into the recent attack on the 8.8. "Fai On" prove that in their search of the passengers embarking on that and other pirated vessels the vigilance of the Police was neutralised by collusion with the pirates on the part of members of the orews of the vessels.

This is an additional difficulty with which the Police of this Colony will endeavour to cope.

But I would invite your attention to my confidential despatch of the 28th instant forwarding a copy of a letter addressed to the Governor of Macao by me on the subject of the use of that Colony sa a base by pirates.

Unless effective steps are taken to stop this practice, and to bring the no man's land of the territory in dispute between Portugal and China under the jurisdiction of one
